Retired Corporal James "Jim" Biever was a dedicated Pennsylvania State Police (PSP) Officer for 25 years. He served the PSP with pride, honor and integrity, inspiring many that he crossed paths with. Jim understood the value that policing had in its communities, and believed wholeheartedly in the work of state and local police officers.
In May of 2020, Jim was diagnosed with Stage IV Cancer and given a more limited timeframe on his life than he anticipated. With this time, he had hoped to begin a foundation that supported a police and community alliance in Lebanon County, especially in a time that desperately called for unity and trust. He began the discussion with his friends and family, but shortly after, his illness worsened. Realizing that his prognosis was short, he worked fast to create a facet of what he had envisioned part of his foundation to carry out- The Biever Family Police Scholarship Fund- in the hopes of aiding Lebanon County Police Departments and the cadets who are receiving training through the Municipal Police Officers’ Education and Training Commission (MPOETC). Jim passed away on August 12th, 2020, but was able to see his vision come to fruition as the plans were finalized days prior to his death.
It is with great pride that we honor Jim's legacy by carrying out the work that he started.

The James Biever Police-Community Alliance is committed to investing in the future of law enforcement and public service through meaningful scholarship opportunities. Each year, we proudly award a $1,000 scholarship to graduating high school seniors pursuing a degree in a criminal justice–related field. By supporting students at the beginning of their journey, we aim to cultivate the next generation of ethical, community-focused professionals dedicated to serving and protecting with integrity.
Professional Development
We support the ongoing professional development of law enforcement through funding and access to critical training and educational programs. This includes assistance with ACT 120 police academy training, advanced leadership development through FBI-LEEDA, and other relevant educational opportunities as they arise. By investing in continued education, we help ensure that our local officers are equipped with the knowledge, skills, and leadership tools necessary to effectively serve an evolving community.

Building strong, positive relationships between law enforcement and the community is at the heart of our mission. Through events such as Cram-A-Cruiser, the James Biever Memorial Run, Coffee with a Cop, Pizza with Police, and Cops and Candy Canes, we create meaningful opportunities for connection, understanding, and trust. These initiatives foster open dialogue, promote unity, and reinforce the shared commitment to a safer, more connected community.

Se desideri parlare con un collega per ricevere supporto dopo aver subito un evento traumatico, contattaci al numero 717-708-2746 e chiedi di parlare con un membro del CISM. Il call center è disponibile 24 ore su 24, 7 giorni su 7. La tua salute mentale è importante. Come soccorritore, hai un'alta probabilità di subire un evento traumatico durante lo svolgimento delle tue mansioni. Questi eventi possono farti affrontare reazioni emotive e fisiche al trauma. Sebbene queste reazioni siano normali, ricorda: NON SEI SOLO! Hai un team di supporto tra pari pronto ad aiutarti. Svelato il nuovo logo per la quinta edizione della James Biever Memorial Run
La James Biever Police-Community Alliance (JBPCA) è lieta di presentare un nuovissimo logo per la quinta edizione della James Biever Memorial Fun Walk, una camminata di 10 km, 5 km e 1 miglio, che vede protagonista un eccentrico castoro con occhiali da sole e un cappello da poliziotto! Il design richiama con leggerezza il nome "Biever", riecheggiando giocosamente "beaver" (castoro) e catturando lo spirito gioioso e comunitario dell'evento annuale. "Il logo di quest'anno racchiude tutto ciò che amiamo di questo evento: divertimento, comunità e lo spirito di Jim", ha affermato Michelle Biever. "Aveva sicuramente un grande senso dell'umorismo e volevamo qualcosa che lo riflettesse e facesse sorridere le persone fin dal primo momento. Pensiamo che questo allegro castoro faccia proprio questo." Quest'anno la gara si svolgerà sabato 9 agosto 2025, con partenza alle 8:00 presso il Lebanon Valley Expo Center, con il percorso che si snoda attraverso la suggestiva Lebanon Valley Rails to Trails. Le iscrizioni per la gara aprono alle 7:00 e tutte le età sono invitate a partecipare o a fare il tifo a bordo campo. Oltre alle corse di 10 km e 5 km, l'evento prevede una camminata divertente di 1,6 km, una forte presenza della polizia con volanti e veicoli a disposizione del pubblico per le esplorazioni, e una popolare lotteria di raccolta fondi. I premi della lotteria includono l'ingresso all'Hersheypark, alle partite dei Lancaster Barnstormers e dei Reading Fightin' Phils, alla Crayola Experience, alle Lincoln Caverns, al Gettysburg Ghost Tour, pernottamenti, rafting e paintball a Jim Thorpe. Cesti a tema e buoni regalo per ristoranti locali completano l'offerta, attirando l'interesse di corridori e sostenitori della comunità.
