The James Biever Police-Community Alliance believes that strong communities begin with well-trained, highly qualified law enforcement officers. A key part of our mission is to support the recruitment, education, and professional development of individuals pursuing careers in policing while helping local departments invest in their officers.

Jim Biever was passionate about ensuring that men and women from all backgrounds had the opportunity to pursue a career in law enforcement. He understood that the cost of required training can be a significant obstacle for both new officers and the municipalities that hire them. To help remove that barrier, the Alliance provides financial assistance to local police departments to offset the cost of the Municipal Police Officer Education and Training (Act 120) program for newly hired officers.

Our commitment to professional development continues well beyond the police academy. The Alliance also invests in FBI-LEEDA Supervisory Leadership Institute training, providing current officers with nationally recognized leadership education that strengthens supervisory skills, promotes professional excellence, and prepares the next generation of law enforcement leaders.

To date, the James Biever Police-Community Alliance has invested more than $43,000 in Act 120 and FBI-LEEDA training, helping local departments recruit, develop, and retain highly qualified officers while strengthening public safety throughout Lebanon County.

The Municipal Police Officers’ Education and Training Commission (MPOETC), established in 1974, sets certification and training standards for municipal police officers in the Commonwealth of Pennsylvania and is comprised of members appointed by the Governor. By investing in this essential training pathway, we help strengthen local departments and the communities they serve.
