Foundation Mission
The foundation’s mission is to support the recruitment, education, and development of qualified individuals pursuing careers in law enforcement. Jim was deeply committed to ensuring that men and women from diverse backgrounds have both the opportunity and financial ability to serve their communities as police officers. Recognizing the cost barriers associated with required training, the foundation provides financial support to local municipalities, helping to offset the costs of the Municipal Police Officer Education and Training (Act 120) program for newly hired officers.

The Municipal Police Officers’ Education and Training Commission (MPOETC), established in 1974, sets certification and training standards for municipal police officers in the Commonwealth of Pennsylvania and is comprised of members appointed by the Governor. By investing in this essential training pathway, we help strengthen local departments and the communities they serve.
